Infrastructure Materials Supplier on Neponset River Bridge Project

Case Study - drawings of Bridge Replacement in Canton MA for infrastructure materials supplier

When aging infrastructure reaches the end of its useful life, replacing it requires more than new materials – it requires careful coordination between owners, contractors, manufacturers and supply partners. The right infrastructure materials supplier is key.

The bridge over the West Branch of the Neponset River on Revere Court in Canton, Massachusetts had reached that point. Rated in poor condition and serving as the only access route to residents on this dead-end roadway, the structure required a full replacement to ensure long-term safety and reliability.

The project was undertaken as part of the Massachusetts Department of Transportation (MassDOT) statewide initiative to modernize aging infrastructure.

The scope of work included bridge replacement, roadway widening, redesigned approaches and pedestrian accommodations to correct long-standing structural deficiencies and support future traffic demands.

Project Overview

MassDOT Project #609438 | Canton Massachusetts

Owner: Massachusetts Department of Transportation (MassDOT)
Contractor: New England Infrastructure, Inc
Location: Revere Court, Canton MA
Notice to Proceed: December 27, 2024
Materials Supplied: Precast Prestressed Voided Slabs and Reinforced Concrete Pipe
Certification Utilized: Disadvantaged Business Enterprise (DBE)

Infrastructure Materials Supplier Needed

Prior to construction, MassDOT hosted a public hearing in early 2023 to present the proposed bridge replacement to the Canton community and gather feedback on the design. The existing structure had deteriorated to the point where replacement was the most effective long-term solution. The project would address several key needs:

  • Increasing load capacity
  • Improving roadway geometry
  • Enhancing pedestrian safety
  • Delivering a durable bridge designed for decades of service

This was not a repair project – it was a complete structural rebuild requiring precise engineering, reliable material supply and careful coordination throughout the process.

The Supply Chain Challenge

Public infrastructure projects in Massachusetts often require participation from DBE-certified companies as part of the contract compliance requirements. Although the precast manufacturer supplying the bridge components was fully capable of producing the materials independently, the contractor needed a certified partner to meet MassDOT participation goals.

That’s where New Form Supply came in as the infrastructure materials supplier.

The contractor approached NFS directly to request pricing and confirm participation through a Letter of Intent utilizing NFS’s DBE certification. By working the NFS, the project team could meet certification requirements while also benefitting from an experienced supply partner who understands the complexities of public infrastructure projects.

NFS Role: Certified Supply Partner & Project Coordinator

New Form Supply acted as the certified supply partner, helping connect the contractor with the manufacturer while ensuring compliance, coordination and documentation requirements were met.

For this project, NFS supplied:

  • Precast Prestressed Voided Slabs, which will form the bridge’s new superstructure
  • Reinforced Concrete Pipe (RCP) for supporting infrastructure

Once installed and post-tensioned, the precast slabs will act together as a unified structural system, distributing loads across the bridge deck and providing long-term durability.

Beyond supplying materials, NFS played a critical role in managing communication between contractor and manufacturer to keep production, documentation, and delivery aligned with the project schedule.

Shop Drawing & Fabrication Coordination

Shop drawings and the Quality Control Plan began March 25, 2025. During review, NFS:

  • Facilitated communication between contractor and manufacturer
  • Reviewed drawings in detail
  • Confirmed inserts on beams 1, 2, 4 and 5
  • Verified insert spacing at 4 foot intervals
  • Ensured proper callouts prior to fabrication

This coordination reduced the risk of fabrication errors and prevented downstream installation issues. All revisions were managed efficiently through structured phone and email communication – no in-person meetings were required.

Production & Delivery Management as an Infrastructure Materials Supplier

Following shop drawing approval, Phase 1 production began, with reinforced concrete pip delivered in March 2025. Phase 2 slab production is scheduled to follow.

Throughout the process, New Form Supply coordinated closely between phases to maintain schedule continuity and keep the contractor informed.

After delivery, NFS provided all required material certifications and compliance documentation to meet MassDOT specifications, ensuring the precast components were approved for installation without administrative delays.

Systems & Process Discipline

New Form Supply maintains structural internal systems to manage public infrastructure projects. Each shipment and submittal is tracked to maintain accountability across contractor, manufacturer and owner requirements. The result is controlled execution without unnecessary complexity.

Value to Contractor

For this project, NFS provided more than materials. NFS ensured:

  • DBE participation compliance
  • Streamlined coordination between manufacturer and contractor
  • Accurate shop drawing verification
  • Timely delivery tracking
  • Complete compliance documentation

By managing these elements, NFS reduced administrative burden and minimized risk for the contractor.

Value to Manufacturer

Although the manufacturer could have technically supplied the materials independently, NFS provided:

  • Access to DBE-qualified participation
  • Compliance oversight
  • Structured communication
  • Seamless coordination with the contractor

Manufacturers value NFS’s established relationship and clear communication, which allow production teams to focus on fabrication while NFS manages compliance and coordination.

“New Form Supply helped coordinate project details and timelines ensuring properly manufactured structures got delivered to the jobsite on time.” – David Piazza, project manager at United Concrete

Why This Project Reflects NFS Stability

The bridge replacement over the West Branch of Neponset River demonstrates several core strengths of New Form Supply as an infrastructure materials supplier:

  • Certified participation enabling contractor compliance
  • Established relationships with manufacturers
  • Structured coordination systems
  • Disciplined documentation processes
  • Efficient communication management
  • Repeatable project workflow

NFS operates as a reliable bridge between manufacturers and heavy civil contractors – particularly on public sector infrastructure requiring certification compliance and technical coordination.
